Senator Jennifer A. McEwen called the meeting to order at 12:38pm.

Call to Order


S.F. 3725: Senator Mann: Salary range disclosure in job postings by employers provision.

Senator Alice Mann presented Senate File 3725.

 

Senator Sandy Pappas moved to adopt the A-1 amendment to SF 3725.

            The A-1 is adopted along a voice vote.

 

The following individuals testified in favor of SF 3725, as amended:

            Heather Heyer, Director, Office on the Economic Status of Women

 

Discussion.

 

SF 3725 is laid over for possible inclusion in the omnibus.

 

Senator McEwen moved that S.F. 3725, as amended, laid over for possible inclusion in the omnibus bill. - MOTION ADOPTED.

S.F. 4780: Senator Fateh: Transportation network companies regulations provisions.

Senator Omar Fateh presented Senate File 4780.

 

Senator Pappas moved to adopt the A-1 amendment to SF 4780.

            The A-1 is adopted along a voice vote.

Commissioner Blissenbach of the Minnesota Department of Labor & Industry testified on SF 4780, with the Department declining to support, or oppose the bill.

Senator Gene Dornink offers the A-2 amendment.

            Senator Dornink moves to incorporate the following oral amendment into the A-2:

 

On line 1.4, after “company,” before the period, insert: 

            “If the TNC Driver complies with Section 176.043”

 

Commissioner Blissenbach answered technical questions relating to the A-2 amendment as amended.

 

Senator Dornink requested a roll call vote.

 

YEA: Dornink, Gruenhagen, Lieske, Wesenberg

NAY: McEwen, Hauschild, Kupec, Marty, Pappas, Oumou Verbeten

 

There being 4 yea votes, and 6 nay votes, the A-2, as amended, is not adopted.

 

Senator Pappas moved that SF 4780, as amended, be recommended to pass and re-referred to the Senate Commerce and Consumer Protection Committee.

            The motion is adopted along a voice vote.

 

Senator Pappas moved that S.F. 4780, as amended, recommended to pass and re-referred to the Commerce and Consumer Protection Committee. - MOTION ADOPTED.

S.F. 3842: Senator Hauschild: Design and installation of water service lines by licensed well contractors authorization.

Senator Grant Hauschild presented Senate File 3842.

 

Senator Hauschild moves the A-1 amendment.

            The amendment is adopted along a voice vote.

S.F. 4202: Senator Mitchell: Residential energy code adoption standards and timelines modification; residential rebate program creation; appropriating money.

Senator Rob Kupec presented Senator Mitchell’s Senate File 4202.

Senator Nicole Mitchell joins the Committee, and swaps places with Senator Kupec.

 

Senator Mitchell gave remarks on the bill and presented the A-2 amendment.

 

Senator McEwen moved the A-2 amendment.

            The A-2 was adopted along a voice vote.

Senator Glenn Gruenhagen offers the A-3 amendment.

            The A-3 amendment fails along a voice vote, and is not adopted.

 

Senator Pappas moves that SF 4202, as amended, be recommended to pass and re-referred to the Senate Energy, Utilities and Climate Committee.

            The motion is adopted along a voice vote.

 

The Committee stands in recess at 2:55pm.

 


Senator Pappas moved that S.F. 4202, as amended, recommended to pass and re-referred to the Energy, Utilities, Environment, and Climate Committee. - MOTION ADOPTED.

S.F. 4203: Senator Mitchell: State Building Code exceptions for municipalities removal.

The Senate Labor Committee reconvened at 5:39pm.

 

Senator Mitchell presented Senate File 4203.

 

Senator Hauschild moved the A-1 amendment.

            The A-1 is adopted along a voice vote.

Brian Martinson, Policy Analyst, Association of Minnesota Counties testified with concerns related to SF 4203, as amended.

            Senator Hauschild rescinds the A-6 amendment.
