Chair D. Scott Dibble called the meeting to order at 1:11pm. After every agenda item, there was time for committee discussion and questions.

S.F. 553: Senator Morrison: Safety education requirement and certain watercraft operators permission.

Vice Chair Kelly L. Morrison presented S.F.553.

Vice Chair Morrison moved the A5 Amendment. Via voice vote, the motion prevailed and the A5 Amendment was adopted.

Testimony was heard from the following individuals:

Vice Chair Morrison moved that S.F.553 pass and be referred to the Environment, Climate, and Legacy Committee.


S.F. 843: Senator Lucero: Sewage septic tank trucks exemption from certain vehicle weight limitations.

S.F.843 was previously heard on March 8 in the Transportation Committee where it was laid over.

Ranking member Senator John R. Jasinski presented S.F.843 on behalf of Senator Lucero.

Senator Jasinski moved the A4 amendment. Via voice vote, the motion prevailed, and the A4 amendment was adopted.

Testimony was heard from the following individuals:

Senator Jasinski moved that S.F.843 pass and be referred to the floor. Via voice vote, the motion prevailed.


S.F. 671: Senator Dibble: Rental motor vehicle tax and fee modification.

Chair Dibble gave the gavel to Vice Chair Morrison for the duration of his presentation.

Chair Dibble moved the A1 amendment. Via voice vote, the motion prevailed, and the A1 amendment was adopted.

S.F. 1530: Senator Dibble: Miscellaneous technical corrections to laws and statutes.

Chair Dibble presented S.F.1530.

Chair Dibble moved that S.F.1530 pass and be referred to the floor. Via voice vote, the motion prevailed.

Vice Chair Morrison gave the gavel back to Chair Dibble.


S.F. 1291: Senator Howe: Eligibility amendment for a veteran designation on drivers\' or Minnesota identification cards.

Senator Jeff R. Howe presented S.F.1291.

Senator Howe moved that S.F.1291 pass and be referred to the floor. The motion prevailed.


S.F. 2687: Senator Xiong: Prevention of public use of railroad right-of-way road repeal from being designated a public road.

Senator Tou Xiong presented S.F.2687.

Chair Dibble moved that S.F.2687 pass and be referred to the floor. Via voice vote, the motion prevailed.


S.F. 2099: Senator Jasinski: Full-service providers establishment.

Senator Jasinski presented S.F.2099.

Testimony was heard from the following individuals:

  • Pong Xiong, Director – Drive and Vehicle Services

Senator Jasinski offered the A3 amendment. Via voice vote, the motion prevailed, and the amendment was adopted.

Senator Jasinski moved that S.F.2099 pass and be referred to the Judiciary and Public Safety Committee. Via voice vote, the motion prevailed.
