Senator Erin P. Murphy called the meeting to order at 1:10 pm.

Call to Order


S.F. 1180: Senator Pappas: Integration of weather trends in designing and operating public buildings to reduce operational costs and prevent damage from extreme weather events research appropriation.

Chair Murphy moved A2 amendment with an oral amendment as follows: on page 1, line 13 after "techinques," insert "impact on construction cost," and on  line 24, after "report" insert "by February 1, 2025,".

Motion prevailed. 

Chair Murphy moved SF 1180, as amended, be recommnded to pass and re-referred to Capital Investment. 

Motion prevailed. 


Senator Murphy moved that S.F. 1180, as amended, recommended to pass and re-referred to the Capital Investment Committee. - MOTION PREVAILED.

S.F. 2239: Senator Cwodzinski: Unclassified service positions expansion.

Senator Cwodzinski presented SF 2239. Testimony was heard from Sheriff Dawanna Witt, Hennepin County Lisa Clemons, A Mother’s Love Initiative. 

 

Chair Murphy laid SF 2239 over for possible inclusion in omnibus bill. 


Senator Murphy moved that S.F. 2239, be laid over for possible inclusion in the omnibus bill.

S.F. 2224: Senator Mitchell: Building energy use provisions modifications.

S.F. 2159: Senator Fateh: Application of environmental review statues clarification to regional and local comprehensive land use planning.

Senator Fateh presented SF 2159.

 

Testimony was heard from Meg McMahan, City of Minneapolis; Peggy Sue Imihy, American Planning Association; Luis Pereira, City of St. Paul; Alex Schieferdecker, Transportation Planner at AECOM. 

Chair Murphy moved SF 2159 to be recommended to pass and re-referred to the Committee on Environment, Climate, and Legacy.

 

The motion prevailed with a voice vote.

S.F. 1937: Senator Hawj: Pollution Control Agency citizen membership reinstatement.

Senator Hawj presented SF 1937.

 

Testimony was heard from Beth Slocum, Goodhue County Livestock Farmer; Jim Riddle, Winona County Farmer; Lori Cox, Carver County Farmer ; Marie Kills Warrior; Matthew Sheets, Land Stewardship Project; Tom Johnson, Minnesota Pollution Control Agency; Andrew Duerr, MN Pork Producers Association; Tony Kwilas, MN Chamber of Commerce; Pierce Bennett, Minnesota Farm Bureau.

 

Chair Murphy moved A2 amendment.

Motion prevailed. 

Lead Anderson requested roll call. 

Chair Murphy laid SF 1937 on the table.

Chair Murphy called a recess.

S.F. 2584: Senator Dibble: Clean Transportation Standard Act establishment and appropriation.

Senator Dibble presented SF 2584.

Chair Murphy moved the A4 amendment. 

Motion prevailed with voice vote.
