Senator Jennifer A. McEwen called the meeting to order at 1:18pm.

Call to Order


S.F. 2216: Senator Mann: Restrictive franchise agreements prohibition.

Senator Alice Mann joined the witness stand to present Senate File 2216.
 
Kevin Penniman Starr, professor, offered testimony in support of S.F. 2216.
 
Discussion.
 
Senator John Marty moved to recommend S.F.  2216 be recommended for passage and be re-referred to the Senate Committee on Judiciary and Public Safety.
            The motion passed along a voice vote.
 


Senator Marty moved that S.F. 2216, be recommended to pass and re-referred to the Judiciary and Public Safety Committee. - MOTION CARRIED.

S.F. 10: Senator Seeberger: Skilled and trained contractor workforce use at petroleum refineries authorization.

Senator Judy Seeberger joined the witness stand to present Senate File 10.

 

Chris DeLaForest joined the witness stand to answer technical questions

 

Vice Chair Grant Hauschild moved the A-14 amendment.

            The motion carried on a voice vote, and the amendment adopted.

 

Vice Chair Hauschild moved the A-16 amendment.

            The motion carried on a voice vote, and the amendment adopted.

 

Jon Boesche, Director of Government Affairs for the Associated Builders and Contractors of Minnesota and North Dakota, spoke in opposition to S.F. 10.

Senator Gene Dornink moved the A-15 amendment.

            The motion carried on a voice vote, and the amendment adopted.

 

Senator Gruenhagen offered an oral amendment to the A-14 amendment:

            Page 1, line 30 delete “within 48 hours of the”

            Page 1, line 31 delete “contractor’s request excluding Saturdays, Sundays, and holidays,”

            Senator Gruenhagen requested a roll call vote.

 

The following Senator(s) voted in favor of adopting the Gruenhagen Oral Amendment:

            Senator Gruenhagen

 

The following Senators voted in opposition to adopting the Gruenhagen Oral Amendment:

            Senator Hauschild, Senator Kupec, Senator Lieske, Senator McEwen, Senator Marty, 

Senator Pappas, Senator Wesenberg.

 

The Gruenhagen Oral Amendment on a vote of 1 in favor, 8 opposed, is not adopted (Senator Oumou Verbeten absent).

 

Senator Marty moved to recommend S.F. 10 as amended, and re-referred to the Senate Committee on Finance.

            Senator Marty requested a roll call vote.

 

The following Senators voted in favor of recommending S.F. 10 as amended, for passage, and that it be re-referred to the Finance Committee:

            Senator Hauschild, Senator Kupec, Senator Marty, Senator McEwen, and Senator Pappas.

 

The following Senators voted against recommending S.F. 10 as amended, for passage and re-referral to the Finance Committee:

            Senator Dornink, Senator Gruenhagen, Senator Lieske, Senator Wesenberg.

 

S.F. 10 as amended, is recommended for passage, and is re-referred to the Senate Committee on Finance on a vote of 5 in favor, 4 opposed (Senator Oumou Verbeten absent).

 

Senator Marty moved that S.F. 10, be recommended to pass and re-referred to the Finance Committee. - MOTION CARRIED.

S.F. 413: Senator Pappas: Minnesota Secure Choice Retirement Program Act.

Senator Sandy Pappas joined the witness stand to present Senate File 413.

 

Senator Pappas moved the A-4 amendment.

            The motion carried along a voice vote.

 

Senator Pappas moved the A-5 amendment.

            Judy Cook, Cook Girard Associates walked through the A-5 amendment.

                        The motion carried along a voice vote.

 

The following witnesses testified in favor of S.F. 413:

            Nicauris Heredia Rosario, Legislative Director, Minnesota Council on Latino Affairs

 

Beth Kadon with the Minnesota Chamber of Commerce, and on behalf of NFIB, testified in opposition to S.F. 413, as amended.

 

Discussion.

 

Senator Marty moved an Oral Amendment:

            Page 13 delete Section 11, and renumber the following sections accordingly, delete lines 13.3-13.5.

                        The motion carried along a voice vote and the Marty Oral Amendment, adopted.

 

Senator Pappas moved the S.F. 413 as amended, be recommended for passage and be re-referred to the Committee on Judiciary and Public Safety.

            The motion carried along a voice vote.

 

Senator Pappas moved that S.F. 413, be recommended to pass and re-referred to the Judiciary and Public Safety Committee. - MOTION CARRIED.

S.F. 1599: Senator Putnam: Career pathways program modification and appropriation.

Senator Aric Putnam joined the witness stand to present Senate File 1599.

 

Akeethia Lloyd, Career Navigator with IUOE Local 49 and Mary Morem, Superintendent of Independent School District 294, gave testimony in favor of S.F. 1599, and walked through the bill.

 

Senator Marty moved that S.F. 1599 be recommended to pass and be re-referred to the Senate Committee on Jobs and Economic Development.

            The motion carried along a voice vote.

 

Senator Marty moved that S.F. 1599, be recommended to pass and re-referred to the Jobs and Economic Development Committee. - MOTION CARRIED.
