Chair D. Scott Dibble called the meeting to order at 3:20pm. After every agenda item, there was time allotted for discussion and questions.

S.F. 661: Senator Kunesh: Indian employment preference provision for members of federally recognized Tribes on projects near Indian reservations.

Senator Mary K. Kunesh presented S.F.661.

Senator Kunesh offered A1 amendment. Vice Chair Kelly L. Morrison moved the A1. Via voice vote the motion prevailed and the A1 amendment was adopted.

Senator Jeff R. Howe moved the A2 amendment. Senator John R. Jasinski requested a roll call vote. A roll call was granted.

  • Yes: Dibble, McEwen, Hawj, Carlson

With a 4-4 vote, the motion did not prevail and the A2 amendment was not adopted.

Senator Howe moved the A3 amendment. Via voice vote, the motion did not prevail.

Vice Chair Morrison moved that S.F.661 pass and be referred to the Senate Floor.  Via voice vote, the motion prevailed.


S.F. 2376: Senator Kunesh: Tribal affairs construction workforce training program appropriation; Tribal- state relations training program appropriation.

Senator Kunesh presented S.F.2376.

S.F. 1529: Senator Dibble: Miscellaneous technical corrections to laws and statutes.

Chair Dibble gave the gavel to Senator Morrison for the duration of his presentation.

S.F. 1296: Senator Mitchell: Preference establishment for purchase of electric vehicles for state fleet; appropriating money.

Senator Coleman offered the A10 Amendment. Via voice vote, the motion did not prevail.

Senator Jasinski offered the A12 Amendment. Via voice vote, the motion did not prevail.

Senator Port moved that S.F.1296 pass and be referred Energy, Utilities, Environment, and Climate Committee. The motion prevailed.


S.F. 927: Senator Kupec: Transporting petroleum products requirements modification.

Senator Kupec presented S.F.927.

Vice Chair Morrison moved an oral amendment. On line 1.17, change every mention of "North Star " to “Jim Oberstar." Via voice vote, the motion prevailed, and the oral amendment was adopted.

Senator Carlson moved that S.F.2323, as amended, pass and be sent to the senate floor. Via voice vote, the motion prevailed.


S.F. 894: Senator Frentz: Definition of qualifying agricultural products amendment for purposes of special farm products permits.

Senator Nick A. Frentz presented S.F.894.

S.F. 1025: Senator Johnson: Definition amendment of qualifying agricultural products for special farm products permits.

S.F. 745: Senator Hauschild: Special permit for hauling forest products modification.

Senator Grant Hauschild presented S.F.745.
