Present: Senator D. Scott Dibble - Chair, Senator Kelly L. Morrison Vice Chair, Senator Jim Carlson, Senator Julia E. Coleman, Senator Foung Hawj, Senator Jeff R. Howe, Senator John R. Jasinski, Senator Andrew R. Lang, Senator Jennifer A. McEwen, Senator Lindsey Port

Absent: No Members Absent

Chair D. Scott Dibble called the meeting to order at 3:03pm. There was a quorum. Chair Dibble gave the gavel to Ranking member Senator John R. Jasinski at 3:05pm. Senator Jasinski gave the gavel to Vice Chair Morrison at 3:07pm.

S.F. 1448: Senator Latz: Retrieval of towed vehicle contents requirements modification; aggrieved vehicle owners cause of action authorization.

Chair Dibble presented S.F.1448 on behalf of Senator Latz.

Testimony was heard from the following individuals:

  • Ron Elwood, Legal Services Advocacy Project
  • Hannah Anderson, Faegre Drinker

Chair Dibble moved that S.F.1448 pass and be referred to the Judiciary and Public Safety Committee. Via voice vote, the motion prevailed.

The gavel returned to Chair Dibble.


S.F. 625: Senator Jasinski: Impounded vehicle charges expansion to include recovery and storage of a motor vehicle and its cargo and accident site cleanup.

Senator Jasinski presented S.F.625.

Senator Jasinski moved the A3 amendment. Via voice vote, the motion prevailed, and the A3 amendment was adopted.

Senator Jasinski moved that S.F.625 pass and be referred to the floor. Via voice vote, the motion prevailed.

 


S.F. 1585: Senator Mohamed: Requirements governing certain advertisements, public art, and signs within road rights-of-way amendment.

Senator Zaynab Mohamed presented S.F.1585.

Testimony was heard from the following individuals:

Senator Jeff R. Howe moved the A1 Amendment. Via voice vote, the motion did not prevail.

Senator McEwen moved that S.F.1585 pass and be referred to the floor. Via voice vote, the motion prevailed.


S.F. 718: Senator Hawj: Highways for habitat program establishment.

Senator Foung Hawj presented SF718.

Testimony was heard from the following individuals.

  • Laurie Schneider, Minnesota Environmental Partnership
  • Lori Cox, Roots Return Heritage Farm
  • Hardy Kern, American Bird Conservancy (REMOTE)
  • Tina Markeson, MnDOT

Senator Hawj offered the A6 amendment. Chair Dibble orally amended the A6 Amendment - On line 1.18, strike “trunk highway fund” and insert “general fund.” Senator Hawj moved the A6 amendment, as amendment. Via voice vote, the motion prevailed and the A6 amendment, as amended, was adopted.

Senator Jasinksi moved the A3 amendment. Via voice vote, the motion prevailed and the A3 amendment was adopted.

Senator Jasinski offered the A4 amendment. Via voice vote, the motion prevailed and the A4 amendment was adopted.

S.F.718 was laid over.
