Chair D. Scott Dibble called the committee to order at 3:05pm. He then announced a change to the agenda with S.F.577 going last instead of first. After each agenda item, there was time for discussion and questions from the committee.

S.F. 777: Senator Hawj: Retroactive driver\'s license reinstatement for certain individuals authorization.

Senator Foung Hawj presented S.F.777.

Testimony was heard from the following:

  • Mary Ellen Heng, City of Minneapolis (REMOTE)
  • Joelle L. Sather, Hennepin Co. Public Defender’s Office (REMOTE)
  • Anna Odegaard

S.F.777 was laid over.  


S.F. 1344: Senator Hawj: Restricted farm driver\'s license modification.

Senator Hawj presented S.F.1344.

Senator Hawj made an oral amendment: “Page 2, line 3, delete the second "or" and insert a comma; after "guardian" insert ", or employer." Senator Hawj moved the oral amendment passed via voice vote.

Testimony was heard from the following:

  • Pong Xiong, Director of Driver and Vehicle Services

Ranking member Senator John R. Jasinski moved the A3 Amendment. Via voice vote, the motion prevailed.

S.F.1344 was laid over.


S.F. 176: Senator Fateh: Certain requirements governing retrieval of towed vehicle contents amendment.

Chair Dibble announced S.F.176 would not be heard.


S.F. 625: Senator Jasinski: Impounded vehicle charges expansion to include recovery and storage of a motor vehicle and its cargo and accident site cleanup.

Senator Jasinski presented S.F.625.

Testimony was heard from the following:

  • Lance Klatt, Executive Director, MN Professional Towing Association
  • Brett Letourneau, City Wide Service Corporation

S.F.625 was laid on the table for further discussion.


S.F. 1065: Senator Jasinski: Towing and recovery vehicles exemption from certain motor vehicle weight limitations.

Senator Jasinski presented S.F.1065.

Testimony was heard from the following:

  • Brett Letourneau, City Wide Service Corporation

Senator Jasinski moved the A1 Amendment. Via voice vote, the motion prevailed.

S.F.1065 was laid over.


S.F. 111: Senator Westrom: Restricted disabled relative license establishment.

Senator Torrey N. Westrom presented S.F.111.

Testimony was heard from the following:

  • Axel Kylander, Public Policy Associate for the Minnesota Council on Disability
  • Pong Xiong, Director of Driver and Vehicle Services.

S.F.111 was laid over.


S.F. 279: Senator Coleman: Chanhassen Trunk Highway 5 segment designation as Prince Rogers Nelson Memorial Highway.

Senator Julia E. Coleman presented S.F.279.

Testimony was heard from the following:

  • Mark Webster (REMOTE)

Senator Coleman moved that S.F.279 be recommended to pass and sent to the floor. Via voice vote, this motion prevailed.


S.F. 577: Senator McEwen: Reintegration license for certain individuals released from custody establishment.

Senator Jennifer A. McEwen presented S.F.577.

Senator McEwen moved the A1 Amendment. This passed via voice vote.

Testimony was heard from the following:

  • Jamie Rigling, US Probation and Pretrial Services
  • Jovan Gentle, business owner
  • Anna Odegaard

Senator Jeff Howe offered the A2 amendment. The A2 Amendment failed via voice vote.

Senator Jasinski moved the A3 amendment. Senator Jasinski requested a roll call. A roll call was granted.

  • Yes: Dibble, Morrison, Jasinski, Lang, Howe, Coleman
  • No: McEwen, Port, Carlson, Hawj

With a 6-4 vote, the motion prevailed, and the A3 Amendment was adopted.

Senator Howe moved the A5 Amendment with the oral amendment of lines 1.16 to 1.21 deleted. Senator Jasinski requested a roll call. Roll call was granted.

  • Yes: Jasinski, Lang, Howe, Coleman
  • No: Dibble, Morrison, McEwen, Port, Carlson, Hawj

With a 4-6 vote, the motion did not prevail.

Senator Jasinski moved the A8 amendment. Senator Jasinski requested a roll call. A roll call was granted.

  • Yes: Jasinski, Lang, Howe, Coleman
  • No: Dibble, Morrison, McEwen, Port, Carlson, Hawj

S.F.577 was laid over for possible inclusion.
