Chair D. Scott Dibble called the meeting to order at 3:31pm.

S.F. 27: Senator Mohamed: Requirement modification for non compliant driver\'s license or Minnesota identification card and making related changes.

Senator Zaynab Mohamed presented S.F.27 (continued from 1.11.23).

Testimony was heard from:

  • Veena Iyer, Executive Director - Immigrant Law Center of Minnesota
  • Matt Burdick, Legislative Director at the Department of Human Services

The committee allotted discussion time and amendments to S.F.27.

Senator Jeff R. Howe moved the A19 amendment. By voice vote, the motion did not prevail, and the amendment was not adopted.

Senator Julia E. Coleman moved the A14 amendment. By voice vote, the motion did not prevail, and the amendment was not adopted.

Senator Coleman moved the A27 amendment. A roll call was requested by Senator Coleman on the amendment’s passage. The roll call was granted by Chair Dibble.

  • Voted no: -

With a 10-0 vote, the motion prevailed and the A27 amendment was adopted.

Senator Andrew R. Lang moved the A28 amendment. By voice vote, the motion prevailed and the A28 amendment was adopted.

Ranking Minority Member Senator John R. Jasinski moved the A20 amendment. A roll call was requested by Senator Jasinski. The roll call was granted by Chair Dibble.

With a 4-6 vote, the motion did not prevail and the A20 amendment was not adopted.

Senator Jasinski moved the A34 amendment. Senator Jasinski requested a roll call on the A34 amendment which was granted. Senator Jasinski renews his motion on the adoption of the A34 amendment.

Senator Howe moved the A30 amendment. Senator Howe requested roll call vote on the motion which was granted.

With a 4-6 vote, the motion did not prevail and the A30 amendment was not adopted.

Senator Coleman moved the A35 amendment. The A35 amendment shares data with law enforcement. Via voice vote, the motion did not and the A35 amendment was not adopted.

Senator Coleman moved the A25 amendment. Senator Coleman requested a roll call vote on the motion which was granted.

Senator Jasinski moved the A23 amendment. Senator Jasinski requested a roll call on the motion, which was granted.

Senator Lang moved the A21 Amendment. Via voice vote, the A21 amendment is adopted.

Senator Howe moved the A38 Amendment. Senator Champion requested that the A38 amendment be split, with lines 1.2 through 1.6 being a separate amendment. Senator Howe withdrew the A38 amendment.

Senator Jasinski moved the A24 amendment. Via voice vote, the A24 Amendment is not adopted.  

Senator Howe moved the A13 amendment. Senator Howe requested a roll call vote which was granted.

  • No: Dibble, Morrison, McEwen, Carlson, Port, Hawj

With a 4-6 vote, the motion did not prevail and the A13 amendment was not adopted.

Senator Lang offered the A12 Amendment. Senator Lang then offered an oral amendment to the A12 amendment, eliminating the last sentence on line 1.8 to 1.10. The oral amendment was adopted. Senator Lang then moved the amended A12 amendment. Senator Lang requested a voice vote, which was granted.

With a 4-6 vote, the motion did not prevail and the A12 amendment, as amended, was not adopted.

Senator Jasinski moved the A37 amendment. Via voice vote, the motion did not prevail and the A37 amendment was not adopted.

Senator Jasinski moved the A36 amendment. Via voice vote, the motion did not prevail A36 amendment was not adopted.

Senator Coleman moved the A9 amendment. Via voice vote, the motion did not prevail and the A9 amendment was not adopted.

Senator Champion requested the committee return to the A27 amendment. The A27 amendment was not introduced by Senator Coleman and passed unanimously via roll call vote. Ms. Iyer offered testimony and suggested an oral amendment to change specific language. An oral amendment to the A27 amendment is proposed as follows: Page 1, line 4 delete "or" and insert a comma and on Page 1, line 5, after "States" insert ", or employment authorization.” Senator Coleman concurs and moves to reconsider the A27 amendment. Via voice vote, the motion prevailed, and the amendment was reconsidered. Via voice vote, the A27 amendment, as amended, is adopted.  

Senator Jasinski offered the A8 amendment. Senator Jasinski made an oral amendment to delete everything up to line 4.2. This motion was not considered Senator Jasinski withdrew the A8 amendment.

Senator Howe moved the A26 amendment. Via voice vote, the motion did not prevail and the A26 amendment was not adopted.

Senator Lang moved the A22 amendment. Via voice vote, the motion did not prevail and the A22 amendment was not adopted.

Senator Howe offered the A39 amendment. He then offered an oral amendment that changes the A39 amendment to read “proof of residency” instead of “proof of citizenship.” Via voice vote, the motion prevailed and the oral amendment to the A39 was adopted. Senator Howe then withdrew the A39 amendment.

Senator Jasinski again offered A8 Amendment with an oral amendment. The A8 was orally amended as follows: Page 1, delete lines 2-33; Page 2, delete lines 1-32; Page 3, delete lines 1-30; Page 4, delete lines 1-31; Page 5, delete lines 1-7; and Page 5, after line 7, insert “Page 9, after line 4, insert:” This passed via voice vote.

On the A8 amendment, as amended, Senator Jasinski requested a roll call vote, which was granted.

  • No: Dibble, Morrison, McEwen, Carlson, Port, Hawj

With a 4-6 vote, the motion did not prevail and the A8 amendment was not adopted.

Senator Jasinski moved to re-refer S.F.27 to the State and Local Government and Veterans Committee. He requested a roll call vote, which was granted.

  • No: Dibble, Morrison, McEwen, Carlson, Port, Hawj

With a 4-6 vote, the motion did not prevail.

Senator Howe moved to re-refer S.F.27 to the Elections Committee. He requested a roll call vote, which was granted.

With a 4-6 vote, the motion did not prevail.

Senator Jennifer A. McEwen moves to re-refer S.F.27 to the Judiciary and Public Safety Committee.  Senator Jasinski requests a roll call, which was granted.

  • No: Jasinski, Lang, Coleman, Howe

With a 6-4 vote, the motion prevailed. S.F.27 was referred to the Judiciary and Public Safety Committee.
