Present: Senator Jennifer A. McEwen - Chair, Senator Grant Hauschild - Vice Chair, Senator Gene Dornink, Senator Glenn H. Gruenhagen, Senator Robert J. Kupec, Senator Bill Lieske, Senator John Marty, Senator Clare Oumou Verbeten, Senator Sandra L. Pappas, Senator Nathan Wesenberg

Absent: No Members Absent

Senator Jennifer A. McEwen called the meeting to order at 12:34pm.

S.F. 34: Senator Pappas: Earned sick and safe time provision and appropriation.

Senator Sandy Pappas presented S.F. 34 and moved the author A-2 amendment. The motion carried on a voice vote.

 

The following witnesses testified in favor of passing S.F. 34 as amended:

            Rebecca Noecker, Saint Paul City Councilor.

            Maria Vazquez, Centro De Trabajadores Unidos En La Lucha, translation provided by Marco Hernandez.

Senator Pappas introduced the A-11 amendment.

 

Judy Cook, Senior Partner at Cook, Strong & Sellwood offered testimony on the A-11 amendment.

 

Senator Pappas moved the A-11 amendment. The motion carries on a voice vote.

 

Senator Gene Dornink introduced and moved the A-6 amendment.

Senator Dornink requested a roll call vote.

Senator Bill Lieske requested the vote be recorded in the Senate Journal.

 

The following Senators voted in opposition to the A-6 amendment:

Senator McEwen, Senator Hauschild, Senator Marty, Senator Oumou Verbeten, and Senator Pappas.

 

The following Senators voted in favor of the A-6 amendment:

Senator Dornink, Senator Gruenhagen, Senator Lieske, and Senator Wesenberg.

 

The A-6 amendment fails on a vote of 4 in favor to 5 opposed, Senator Kupec absent.

 

Senator Dornink introduced and moved the A-7 amendment. The A-7 amendment fails on a voice vote.

            Senator Glenn Gruenhagen called for division.

            The division shows the A-7 amendment failed, 4 in favor, 5 opposed.

 

Senator Nathan Wesenberg introduced and moved the A-8 amendment.

Senator Wesenberg moved for a roll call vote, and that it be recorded in the Senate Journal.

 

The following Senators voted in opposition to the A-8 amendment:

Senator McEwen, Senator Hauschild, Senator Marty, Senator Oumou Verbeten, and Senator Pappas.

 

The following Senators voted in favor of the A-8 amendment:

Senator Dornink, Senator Gruenhagen, Senator Lieske, and Senator Wesenberg.

Senator Wesenberg introduced and moved the A-9 amendment.

Senator Wesenberg moved for a roll call vote, and that it be recorded in the Senate Journal.

Senator Bill Lieske introduced and moved the A-10 amendment.

Senator Lieske moved for a roll call vote, and that it be recorded in the Senate Journal.

The following Senators voted in favor of the A-10 amendment:

The A-10 amendment fails on a vote of 4 in favor to 5 opposed, Senator Kupec absent.

 

Senator Lieske introduced the A-5 amendment with oral amendment to the amendment:

            On line 1.3 delete “10”, insert “18”.

 

Senator Lieske moved for a roll call vote, and that it be recorded in the Senate Journal.

 

The following Senators voted in opposition to the A-5 amendment:

Senator McEwen, Senator Hauschild, Senator Marty, Senator Oumou Verbeten, and Senator Pappas.

 

The following Senators voted in favor of the A-5 amendment:

Senator Dornink, Senator Gruenhagen, Senator Lieske, and Senator Wesenberg.

 

The A-5 amendment fails on a vote of 4 in favor to 5 opposed, Senator Kupec absent.

 

Senator Gruenhagen introduced and moved the A-3 amendment.

Senator Gruenhagen moved for a roll call vote, and that it be recorded in the Senate Journal.

Senator Gruenhagen withdrew the A-3 amendment.

 

Senator Gruenhagen introduced and moved the A-4 amendment.

            Senator Gruenhagen withdrew the A-4 amendment.

 

Senator Pappas moved that S.F. 34 be recommended to pass and be re-referred to the Senate Committee on State & Local Government and Veterans.

            Senator Dornink moved for a roll call vote and that it be recorded in the Senate Journal.

The motion carried on a vote of 5 in favor, 4 opposed, Kupec absent, and when so amended the bill do pass and be re-referred to the State & Local Government and Veterans Committee.



Senator Pappas moved that S.F. 34, as amended, recommended to pass and re-referred to the State and Local Government and Veterans Committee. - MOTION CARRIED.
