Senator Julie A. Rosen called the meeting to order at 8:37 A.M. on May 5, 2022 in Room 1200 of the Minnesota Senate Building. A quorum was present.

S.F. 4116: Senator Chamberlain: Education forecast adjustments.

Senator Chamberlain presented SF 4116. 

Senator Rosen moved the A5 Amendment. 

Senator Rosen moved an oral amendment to the A5 Amendment as follows:

Page 10, Lines 7-8, strike "when authorized by law,". Motion withdrawn. 

Senator Rosen renewed the motion to adopt the A5 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A5 AMENDMENT WAS ADOPTED.


Senator Ingebrigtsen moved that S.F. 4116, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 4043: Senator Westrom: Environment and natural resources trust fund appropriation extensions provision.

Senator Westrom spoke to the A5 Amendment. 

Senator Ingebrightsen moved the A5 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A5 AMENDMENT WAS ADOPTED. 

Daniel Mueller, Senate Fiscal Analyst, reviewed appropriations.

Becca Nash, Director, Legislative-Citizen Commission on Minnesota Resources (LCCMR), testified. 


Senator Rosen moved that S.F. 4043, as amended, be laid on the table. - MOTION PREVAILED.

H.F. 3765: Senator Westrom: Environment and natural resources trust fond appropriation extensions provision.

Senator Ingebrightsen moved to delete everything and insert the contents of SF 4043, as amendmed, into HF 3765. 


Senator Ingebrigtsen moved that H.F. 3765, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 3287: Senator Dahms: Department enforcement powers modification.

Senator Dahms presented SF 3287. 

Jon Kelly, Director of Government Affairs, Minnesota Department of Commerce, testified.


Senator Ingebrigtsen moved that S.F. 3287, be recommended to pass. - MOTION PREVAILED.

S.F. 2011: Senator Duckworth: Independent School District # 191; Burnsville-Eagan-Savage fund transfer authorization.

Senator Duckworth presented SF 2011.

Eric Nauman and Jenna Hofer, Senate Fiscal Analysts, reviewed the fiscal note.

S.F. 4233: Senator Lang: Enlistment incentives appropriation.

Senator Lang presented SF 4233. 

Andrew Erickson and Eric Nauman, Senate Fiscal Analysts, reviewed the supplemental budget tracking. 

Senator Ingebrightsen moved the A3 Amendment. On a voice vote, the motion prevailed and THE A3 AMENDMENT WAS ADOPTED. 

Senator Ingebrightsen assumed the gavel at 10:00 A.M.


Senator Ingebrigtsen moved that S.F. 4233, as amended, be recommended to pass. - MOTION PREVAILED.
