Present: Senator Julie A. Rosen - Chair, Senator Bill Ingebrigtsen - Vice Chair, Senator Michelle R. Benson, Senator Bobby Joe Champion, Senator Mark Johnson, Senator Susan Kent, Senator Mary Kiffmeyer, Senator Melisa López Franzen, Senator John Marty, Senator Eric R. Pratt

Senator Julie A. Rosen called the meeting to order at 8:34 A.M. on May 4, 2022 in Room 1200 of the Minnesota Senate Building. A quorum was present.

S.F. 4209: Senator Housley: Office of the Foster Youth Ombudsperson and Board of the Foster Youth Ombudsperson establishment and appropriation.

Senator Ingebrightsen moved the A6 Amendment. 

Senator Housley spoke to the A6 Amendment. 

Senator Ingebrightsen renewed the motion to adopt the A6 Amendment. On a voice vote, the motion prevailed and THE A6 AMENDMENT WAS ADOPTED.

Senator Housley spoke to SF 4209, as amended. 

Hoang Murphy, Executive Director, Foster Advocates, testified.


Senator Ingebrigtsen moved that S.F. 4209, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 3636: Senator Utke: Process for approval of structured settlement amendment; Structured settlement purchase companies requirement to register and provide a surety bond.

Senator Utke spoke to SF 3636. 

Senator Ingebrightsen moved the A7 Amendment. 

Eric Nauman, Fiscal Analyst, reviewed the fiscal note. 

Senator Ingebrightsen renewed the motion to adopt the A7 Amendment. On a voice vote, the motion prevailed and THE A7 AMENDMENT WAS ADOPTED. 


Senator Ingebrigtsen moved that S.F. 3636, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 2969: Senator Lang: Outdoor heritage fund appropriations.

Senator Lang spoke to the A2 Amendment. 

Senator Ruud spoke.

Senator Ingebrightsen moved the A2 Amendment. On a voice vote, the motion prevailed and THE A2 AMENDMENT WAS ADOPTED. 

Senator Ingebrightsen moved the A3 Amendment. A roll call vote was requested. Amendment withdrawn.  


Senator Ingebrigtsen moved that S.F. 2969, as amended, be recommended to pass. - MOTION PREVAILED.

H.F. 3438: Senator Ruud: Outdoor heritage fund appropriations.

Senator Ruud spoke to HF 3438. 

Daniel Mueller, Fiscal Analyst, reviewed the differences between SF 2969 and HF 3438.

Senator Lang spoke. 

Senator Ingebrightsen moved to amend SF 3438 as follows "delete everything after the enacting clause and insert the contents of SF 2969, as amended." On a voice vote, THE MOTION PREVAILED


Senator Ingebrigtsen moved that H.F. 3438, as amended, be recommended to pass. - MOTION PREVAILED.
