  1. Page 1, lines IO and 16, delete the first "and" and insert a comma and after "Universities"
  2. insert", and any other pass-through recipients"

 

  1. Page 1, line 11, delete "connected to farming or agriculture"

 

  1. Page 1, after line 18, insert:

 

  1. "EFFECTIVE DATE. This section is effective the day following final enactment."

S.F. 3476: Senator Johnson: Financial assistance program to extend broadband service to unserved areas establishment; process to allow existing easements to be used for broadband service establishment.

AMEND A3 - 

 

1.8                       "Subd. 5. Line extension agreement. The department must enter into a line extension

1.9              agreement with each winning bidder identified under subdivision 4, except that the

1.10            department may not enter into a line extension agreement to serve any customer located

1.11           within an area that will be served by a grant already awarded by the department under section

1.14        116J.395.

 

1.15                    Subd. 6. Contents of agreement. A line extension agreement under subdivision 5 must

1.16           contain the following terms:

 

I. 17                ( 1) the broadband service provider agrees to extend broadband infrastructure to support

1.18           broadband service scalable to speeds of at least 100 megabits per second download and 100

1.19          megabits per second upload to each address included in the broadband service provider's

1.20           winning bid;

 

1.21                   (2) the department agrees to pay the state's portion of the line extension cost in a grant

1.22           issued to the broadband service provider upon the completion of the broadband infrastructure

1.23          extension to each address in the broadband service provider's winning bid; arid

 

1.24                    (3) the winning bidder has an exclusive right to apply the grant to the cost of the

1.25           broadband infrastructure extension for a period of one year after the date the agreement is

1.26           executed."

 

1.27                    Page 4, line 14, delete everything after "provider"

 

1.28                    Page 4, line 15, delete everything before "must" and delete "a notice" and insert "two

1.29           written notices"

 

1.30                   Page 4, line 29, delete everything after the colon and insert ""It is important to make

1.31           any challenge by the deadline to preserve any legal rights you may have.""

 

1.32                   Page 4, delete lines 30 and 31

 

1.33                   And when so amended the bill do pass and be re-referred to the Committee on Civil

Law and Data Practices Policy. Amendments adopted. Report adopted


Senator Dahms moved that S.F. 3476, as amended, recommended to pass and re-referred to the Civil Law and Data Practices Policy Committee.

S.F. 3479: Senator Westrom: Rural Finance Authority revolving loan account for drought relief appropriation.
