Present: Senator Julie A. Rosen - Chair, Senator Bill Ingebrigtsen - Vice Chair, Senator Michelle R. Benson, Senator Bobby Joe Champion, Senator Mark Johnson, Senator Susan Kent, Senator Mary Kiffmeyer, Senator Melisa López Franzen, Senator John Marty, Senator Eric R. Pratt

Absent: No Members Absent

Senator Julie A. Rosen called the meeting to order at 8:31 A.M. in Room 1200 of the Minnesota Senate Building. A quorum was present.

S.F. 2786: Senator Housley: Nursing homes and assisted living facilities employee bonuses provisions and appropriation; Long-term care provisions addition.

Senator Housley presented SF 2786. 

Senator Abeler spoke to the bill. 


Senator Rosen moved that S.F. 2786, be laid on the table.

S.F. 2676: Senator Dibble: Southwest light rail transit project special review by the legislative auditor requirement and appropriation.

Senator Dibble presented SF 2676. 

Senator Rosen recessed the committee at 9:16 A.M. 

Judy Randall, Legislative Auditor, Office of the Legislative Auditor, testified. 

Senator Rosen recovened the committee at 9:25 A.M. 

Senator Pratt moved the A5 Amendment. 

Senator Pratt moved an oral amendment to the A5 Amendment as follows: 

Page 1, Line 8, insert: " (1) total expenditures on the project during the previous six months as compared to projections;" 

Page 1, Line 9, strike "1" and insert "2".

Page 1, Line 10, strike "2" and insert "3". 

Senator Pratt renewed the motion to incorporate the oral amendment to the A5 Amendment and adopt the A5 Amendment, as amended. On a voice vote, the motion prevailed and THE A5 AMENDMENT, AS AMENDED, WAS ADOPTED. 

Senator Benson moved an oral amendment to SF 2676, as amended. 

Page 3, Line 21-22, strike "conducted pursuant to section 1" and insert "related to the metropolitan council or to light rail construction". 

Page 3, Line 23, strike "2023" and insert "2025." 

Judy Randall, Legislative Auditor, Office of the Legislative Auditor, testified. 

Senator Benson renewed the motion to incorporate the oral amendment. On a voice vote, the motion prevailed and THE ORAL AMENDMENT WAS INCORPORATED. 


Senator Pratt moved that S.F. 2676, as amended, be recommended to pass. - MOTION PREVAILED.
