Minutes

Present: Senator David J. Tomassoni - Chair, Senator Jason Rarick - Vice Chair, Senator Gregory D. Clausen, Senator Michael P. Goggin, Senator John R. Jasinski, Senator Aric Putnam

Absent: No Members Absent

Senator David J. Tomassoni called the meeting to order at 1:10 p.m. A quorum was present.

S.F. 975: Senator Tomassoni: Higher education policy and finance provisions.

Chair Tomassoni, chief author of S.F. 975, moved the A-3 amendment (see SCS095A-3) to the A-1 delete everything amendment (see SCS0975A-1).  The MOTION PREVAILED and the AMENDMENT WAS ADOPTED.

The Chair announced that the A-1 amendment, as amended, is the Higher Education omnibus bill which is before us.

Chair Tomassoni explained the bill as amended.  The title is as follows:

A bill for an act relating to relating to higher education; providing funding and related policy changes for the Office of Higher Education, Minnesota State Colleges and Universities, the University of Minnesota, and the Mayo Clinic; creating and modifying certain student aid programs; creating a direct admissions pilot program; requiring reports; appropriating money; amending Minnesota Statutes 2020, sections 136A.121, subdivisions 6, 9; 136A.125, subdivisions 2, 4; 136A.126, subdivisions 1, 4; 136A.1275; 136A.246, subdivisions 4, 5; proposing coding for new law in Minnesota Statutes, chapters 135A; 136A.

Joan White, Senate Counsel, presented an overview of S.F. 975, as amended (see bill summary).

Hannah Grunewald, Fiscal Analyst, presented an overview of the ARTICLE 1 changes (see spreadsheet).

Testifying on S.F. 975, as amended, were the following:

1) Dennis Olson, Commissioner - MN Office of Higher Education (see handout 1)

2) Paul Cerkvenik, President - MN Association of Private Schools

3) Bill Maki, Vice Chancellor for Finance and Facilities - MN State

4) Myron Frans, Sr. Vice President for Finance and Operations - University of MN

5) Priscilla Mayowa, President - LeadMN

6) Hoang Murphy - Foster Advocates

7) Dr. Andre Terzic, MD/PhD-Mayo Clinic and Co-Chair of Regenerative Medicine MN Board

8) Dr. Jakub Tolar, Vice President for Clinical Affairs and Dean of the University of MN Medical School

9) Matt Shaver, Policy Director - Ed Allies

10) Paul Spies - Coalition to Increase Teachers of Color and American Indian Teachers in MN

Following testifiers, Senator Clausen moved the A-4 amendment (see SCS0975A-4). 

Following discussion, the chair explained his opposition to the A-4 amendment and requested a vote.  The MOTION FAILED and the AMENDMENT WAS NOT ADOPTED.

Senator Putnam moved the A-6 amendment (see SCS0975A-6). 

Following discussion, the chair explained his opposition to the A-6 amendment and requested a vote.  The MOTION FAILED and the AMENDMENT WAS NOT ADOPTED.

Senator Clausen moved the A-10 amendment (see SCS0975A-10). 

Following discussion, the chair explained his opposition to the A-10 amendment and requested a vote.  The MOTION FAILED and the AMENDMENT WAS NOT ADOPTED.

Senator Putnam moved the A-7 amendment (see SCS0975A-7). 

Following discussion, the chair explained his opposition to the A-7 amendment and requested a vote. 

Senator Putnam requested a roll call.  There being 2 AYES and 4 NAYES, the MOTION FAILED and the AMENDMENT WAS NOT ADOPTED.

Senator Clausen moved the A-9 amendment (see SCS0975A-9).  He noted the handout from the MN Department of Education on concurrent enrollment in committee members' districts (see handout #2).

Following discussion, the chair explained his opposition to the A-9 amendment and requested a vote. 

Senator Clausen requested a roll call.  There being 2 AYES and 4 NAYES, the MOTION FAILED and the AMENDMENT WAS NOT ADOPTED.

Senator Rarick moved that the A-1 delete all amendment, as amended, be recommended to pass and re-referred to the Finance Committee.  The MOTION PREVAILED (see committee report).

Included in the packets, but not referred to, was a letter submitted by the Medical Alley Association (see handout #3).

The Chair thanked all members, staff and testifiers for their work and input on the Higher Education omnibus bill.
