Present: Senator David J. Tomassoni - Chair, Senator Jason Rarick - Vice Chair, Senator Gregory D. Clausen, Senator Michael P. Goggin, Senator John R. Jasinski, Senator Aric Putnam

Absent: No Members Absent

Senator David J. Tomassoni called the meeting to order at 1:30 p.m. A quorum was present.

S.F. 1984: Senator Duckworth: Teacher candidate grant program and teacher shortage loan forgiveness program modification.

Senator Rarick moved the author's amendment to S.F. 1984, SCS1984A-2 (see attached), chief authored by Senator Duckworth.  The MOTION PREVAILED and the AMENDMENT WAS ADOPTED.  Senator Duckworth explained S.F. 1984, as amended (see summary, bill and memo from Fiscal Analyst, Hannah Grunewald).  The title is as follows:

A bill for an act relating to higher education; modifying the teacher candidate grant program and the teacher shortage loan forgiveness program; amending Minnesota Statutes 2020, sections 136A.1275; 136A.1791.

Testifiers on S.F. 1984, as amended, were the following:

    1) Matt Shaver, Policy Director - Ed Allies

    2) Sam Walseth - MN Rural Education Association

    3) Paul Spies - Coalition to Increase Teachers of Color and American Indian Teachers in MN (opposed to lines 1.7

        and 1.8 of the A-2 amendment)

    4) Megan Fitzgibbon, State Financial Aid Manager - MN Office of Higher Education (OHE)

Senator Duckworth presented closing comments.

Following discussion, the Chair announced that S.F. 1984, as amended, would be laid over for possible inclusion in the omnibus Higher Education bill.


S.F. 1977: Senator Eichorn: Emergency assistance grants for postsecondary students authorization and appropriation.

Senator Eichorn, chief author of S.F. 1977, explained his bill (see bill).  The title is as follows:

A bill for an act relating to higher education; authorizing emergency assistance grants for postsecondary students; appropriating money.

Testifying in support of S.F. 1977 were the following:

    1) Becky Nordin, Dean of Students - Minneapolis Community and Technical College

    2) Madison Sauke, Emergency Grant recipient and student at Riverland Community College

Nekey Oliver, Government Relations Director of OHE, and Joan White, Senate Counsel, responded to members questions.

Following discussion, the Chair announced that S.F. 1977 will be laid over for possible inclusion in the omnibus Higher Education bill.


S.F. 829: Senator Clausen: College Possible appropriation.

Senator Clausen, chief author of S.F. 829, explained his bill (see summary, bill and "College Possible" handout).  The title is as follows:

A bill for an act relating to higher education; appropriating money to support programs of college admission and graduation for low-income students; requiring a report.

Testifying in support of S.F. 829 were the following:

    1) Geoff Wilson, Executive Director of College Possible

    2) Jessica Ortiz, Senior Program Coordinator and College Possible Program Alumna

Kumar Balasubrahmanyan, Senior Director of Community Partnerships and Engagement, responded to questions of committee members.

Senator Clausen presented closing comments. 

The Chair announced that S.F. 829 would be laid over for possible inclusion in the omnibus Higher Education bill.


S.F. 1975: Senator Tomassoni: State higher education state grant parameters modification and appropriation.

The Chair passed the gavel to Senator Rarick while he presented his bill.

Senator Tomassoni, chief author of S.F. 1975, explained his bill (see summary, bill and MN Private College Council handout).  The title is as follows:

A bill for an act relating to higher education; adjusting certain state grant parameters; appropriating money; amending Minnesota Statutes 2020, section 136A.121, subdivision 5.

Testifying in support of S.F. 1975 were the following:

    1) Brenda DeRosas Lazaro, student at Gustavus Adolphus College

    2) Michael Sullivan, student at the University of St. Thomas

    3) Paul Pribbenow, President of Augsburg University

Following discussion, Senator Tomassoni presented closing comments.

The Chair announced that S.F. 1975 would be laid over for possible inclusion in the omnibus Higher Education bill.

Senator Rarick passed the gavel back to Chair Tomassoni.
