Senator Andrew Mathews called the meeting to order at 1:03 PM.

Call to Order


S.F. 496: Senator Utke: Human services background study subjects fingerprints acquisition from additional entities; COVID-19 executive orders human services programs background study requirements modifications waiver extension.

Senator Utke introduces SF 496, and offers the A-2 Amendment.

 

Senator Anderson moves the A-2 amendment

 

Senator Utke states that the A-2 amendment moves the bill back to it’s original language. At this point they are removing the fingerprint portion of the bill. This bill will be sent to Human Services Reform and Finance. 

 

The amendment is adopted with no opposition. 

 

Ms. Sara Grafstrom is the director of State Policy at ARM and is testifying in support of the bill.

Senator Anderson moves SF 496 as amended be recommended to pass and be sent to Human Services Reform Finance and Policy.

 

The bill is unanimously passed.


Senator Anderson moved that S.F. 496, be recommended to pass and re-referred to the Human Services Reform Finance and Policy Committee. - MOTION PREVAILED.

S.F. 875: Senator Ingebrigtsen: Nondiscrimination in access to transplants requirement.

Senator Ingebrigtsen speaks about SF 875. This bill is a non-dicrimination bill regarding transplant lists. He has an amendment with council, the A3 amendment. 

 

Senator Westrom moves the A-3 amendment for Senator Ingebrigtsen. 

 

Ms Premo explains that the amendment removes the legislative findings in section 2, subdivision 1. Also corrects line 520 and adds clarifying language from the Dept. of Human Rights.

 

Amendment prevails, and is adopted.  

 

Ms Sarah Curfman is the ED of the Down Syndrome Association of MN and is testifying in support of this bill.  

 

Ms. Erica Hillyer testifies in support of SF 875.  

 

Mrs. Amanda Collins testifies in support of SF 875.

 

Mrs. Nicole Golding testifies in support of the bill on behalf of her son.

 

Senator Latz moves an oral amendment to make slight changes with some of the language. 

 

Ms Premo notes that the language is also used in another line.

 

The amendment before us adds the word “solely” from line 2.1, 2.3 and 4.26, the Human Rights Dept will weigh in.

 

Mr Eric Armacanqui from the Human Rights Dept. believes this change should be fine.

 

Senator Latz changes his oral amendment to affect 2.1 and remove the word solely, and page 4 line 13 remove “comma solely”. 

 

Senator Westrom moves SF 875 as amended be recommended to pass and sent to the Health and Human Services Committee

 

The motion prevails and the bill has passed. 


Senator Westrom moved that S.F. 875, as amended, be recommended to pass. - MOTION PREVAILED.
