Senator Patricia Torres Ray called the meeting to order at 12:00 p.m. A quorum is present. SF 1835 (Sieben) - School district employees health care coverage provisions modifications and appropriation. Testifiers, in support: Senator Nelson moved the A 10 amendment. MOTION PREVAILED. 1. Tom McCarthy, Educator, South Washington County School District Senator Clausen moved the A 8 amendment. Senator Clausen moved an oral amendment to the A 8 amendment, in page 1 line 15 of the A 10 amendment, remove word \'shall\' and insert the word \'may.\' Senate Council advices an oral amendment in line 1.15 of the A 8 amendment after the word deadline insert \'must be opened.\' Senator Clausen renewed his motion to adopt the A 8 amendment as amended. Senator Dahle moved an oral amendment in line 2. 32 of SF 2299 to remove \'and\' and insert \'or.\' MOTION PREVAILED. Senator Dahle moved that, S.F. 2299 Special education case load and rule alignment task force (2014) recommendations implementation, be recommended to pass as amended and referred to State and Local Government. MOTION PREVAILED. H.F. 826 Dibble Safe and Supportive Minnesota Schools Act Discussion by members. Senator Clausen moved the A 31 amendment. Nabil Azzuouzi, student, testified in support. Senator Clausen renewed his motion to adopt the A 31 amendment as amended. MOTION PREVAILED. Senator Torres Ray moved the A32 amendment. MOTION PREVAILED. Committee recess at 2:45 p.m. Committee reconvened at 6:05 p.m. Senator Chamberlain moved the A 39 amendment. MOTION PREVAILED. Senator Nienow moved A 33 amendment. MOTION DID NOT PREVAIL. Senator Nienow moved A 35 amendment. Roll call was requested on the A 35 amendment. Senators voting nay: Torres Ray, Dahle, Carlson, Franzen, Kent, Wiger and Wiklund. Senators voting aye: Chamberlain, Nelson, Nienow, Petersen, Ruud, Clausen, Thompson. With 7 Ayes, and 7 Nays. MOTION DID NOT PREVAIL. Senator Chamberlain moved the A 42 amendment. Roll call was requested on the A 42 amendment. Senators voting nay: Torres Ray, Dahle, Nelson, Carlson, Clausen, Franzen, Johnson, Kent, Petersen, Wiger and Wiklund. Senators voting aye: Chamberlain, Nienow, Ruud and Thompson. With 11 nays, and 4 ayes. MOTION DID NOT PREVAIL. Senator Nelson moved an oral amendment to the A32 amendment, page 2 line 18, to replace the word \'or\' with the word \'and,\' in addition to delete all of line 19 on page 2. Senator Nelson withdraws her oral amendment. Senator Franzen moved an oral amendment to the A32 amendment, page 2, line 14, add the word \'and\' at the end of line 14. Also, on page 2, line 15, add \'or\' to the end of line 15 and delete page 2, line 19. Senator Franzen withdrew her amendment. Senator Peterson moved an oral amendment to the A32 amendment, page 2 line 14 to insert \'and the conduct is is repeated and forms of pattern\' after the word \'behavior.\' In addition, insert \'or\' after \';\'. In addition, page 2 line 15 is deleted. On page 2, line 16 \'3\' is deleted and \'2\' is inserted. On page 2, line 18, \';\' and \'or\' are deleted and \'.\' is inserted. Finally, page 2, line 19 is deleted. MOTION PREVAILED. Senator Nienow moved an oral amendment to the A32 amendment, page 3 line 10, after the first period delete the rest of line 10. Also, page 3, line 11, delete line 11. MOTION PREVAILED. Senator Nelson moved the A 38 amendment. Roll call was requested on the A 38 amendment. Senator Ruud requests that the roll call be recorded on the journal per Senate rule 12.10. Senators voting nay: Torres Ray, Dahle, Clausen, Carlson, Johnson, Franzen, Kent, Wiger, Wiklund. Senators voting aye: Nelson, Nienow, Petersen, Ruud, Thompson, Chamberlain. With 9 nays and 6 ayes. MOTION DID NOT PREVAIL. Senator Chamberlain moved the A 44 amendment.
