Present: Senator D. Scott Dibble - Chair, Senator Kelly L. Morrison Vice Chair, Senator Jim Carlson, Senator Foung Hawj, Senator Jeff R. Howe, Senator John R. Jasinski, Senator Andrew R. Lang, Senator Jennifer A. McEwen, Senator Lindsey Port

Absent: Senator Julia E. Coleman

Chair Dibble called the meeting to order at 3:40pm. After every agenda item, time was allotted for discussion and questions amongst committee members.

S.F. 2156: Senator Murphy: Buy Clean and Buy Fair Minnesota Act.

Senator Erin P. Murphy presented S.F.2156.

Senator Jennifer A. McEwen moved the A10 amendment. Ranking Member Senator John R. Jasinski offered the A11 amendment to the A10 amendment. He requested a roll call vote on the motion to adopt the A11 amendment. The roll call vote was granted.

  • Yes: Jasinski, Lang, Howe
  • No: Dibble, Morrison, McEwen, Port, Carlson
  • Absent: Coleman, Hawj

With a 5-3 vote, the motion to adopt the A11 amendment to the A10 amendment did not prevail.

The committee returned to its consideration of Senator McEwen’s original motion to adopt the A10.

The following oral amendments were made to the A10 amendment:

  • On line 3.14, insert "and" after “paragraph (a),”
  • Page 4, delete Sub-division 5 and re-number the sub-divisions in sequence.
  • On line 7.2, insert "from the general fund" after the word "appropriated."
  • On line 7.5, insert "from the general fund" after the word "Appropriated."

This oral amendment to the A10 amendment was adopted.

The motion to consider the A10 amendment, as amended, was renewed. Via voice vote, the motion prevailed, and the A10 amendment was adopted.

Testimony was heard from the following individuals:

Senator McEwen moved that S.F.2156 be referred to the Energy, Utilities, Environment, and Climate Committee. Senator Jasinski requested a roll call, which was granted.

  • No: Dibble, Morrison, McEwen, Port, Carlson, Hawj
  • Absent: Coleman

With a 6-3 vote, the motion prevailed and S.F.2156 was referred to the Energy, Utilities, Environment, and Climate Committee.


S.F. 1335: Senator Dibble: Policy changes related to State Patrol duties, including school bus inspections, commercial vehicle inspections, and rearview mirror requirements.

Chair Dibble gave the gavel to Senator McEwen.

Chair Dibble presented S.F.1335.

Chair Dibble moved that S.F.1335 pass and be referred to the floor. Via voice vote, the motion prevailed.

Senator McEwen gave the gavel back to Chair Dibble.


S.F. 2790: Senator Morrison: Climate action plan as a part of the Metropolitan Council\'s comprehensive plan content requirement; Metropolitan Council land use study and report to legislature requirement; appropriating money.

Vice Chair Morrison presented S.F.2790.

Vice Chair Morrison moved the A1 Amendment. Via voice vote, the motion prevailed.

Vice Chair Morrison offered the A2 Amendment. Via voice vote, the motion prevailed.

S.F. 1132: Senator Morrison: Electric vehicle infrastructure program authorization.

Vice Chair Morrison presented S.F.1132.

Vice Chair Morrison moved the A6 Amendment. Via voice vote, the motion prevailed.

S.F. 1337: Senator Carlson: Driver and Vehicle Services work, provision modifications.

Senator Carlson presented S.F.1337.

Senator Carlson moved that S.F.1337 pass and be referred to the Senate floor. Via voice vote, the motion prevailed.


S.F. 1050: Senator Carlson: Certain transit applicant and customer data classification as private data on individuals.

S.F. 2321: Senator Carlson: Traffic safety various provisions modification.

Senator Carlson moved the A3 Amendment. Via voice vote, the motion prevailed.

S.F. 2808: Senator Kupec: Exemption creation for hours of service requirements for intrastate transport of heating fuel during an emergency.

Senator Robert J. Kupec presented S.F.2808.

Senator Kupec offered the A1 Amendment. Chair Dibble moved this amendment and via voice vote, the motion prevailed.

Senator Andrew R. Lang moved that S.F.2808, as amended, pass and be referred to the Senate floor. Via voice vote, the motion prevailed.


S.F. 624: Senator Jasinski: Technical change addition to requirements governing motor vehicle titles and disclosure.
