1.2relating to rules; adopting temporary rules for the
1.383rd session of the Legislature.

1.5BE IT RESOLVED, by the Senate of the State of Minnesota:
1.6The permanent rules of the Senate for the 82nd session of
1.7the Legislature are adopted as the temporary rules of the 83rd
1.8session, to be effective until the adoption of permanent rules
1.9by a majority vote of the Senate, subject to the following
1.10conditions:
1.11A bill may not be introduced on the first day.
1.12The rules referred to above are amended as follows:

1.14The standing committees of the Senate are as follows:
1.15Agriculture, General Legislation and Veterans Affairs

and Utilities

and Public Safety

1.3045. COMPARISON AND SUBSTITUTION OF BILLS
1.3145.1 A House bill, after its first reading, must be
1.32referred as follows, unless there is a motion by the Chair of
1.33the Committee on Rules and Administration or a designee of the
1.34Chair
or objection under Rule 4.9:
1.35(a)
If there is no Senate companion bill, the House bill
1.36must be referred to the appropriate standing committee.
2.1(b) If there is a Senate companion bill, the House bill
2.2must be referred to the standing committee possessing the Senate
2.3companion. If there is not a Senate companion bill on the
2.4Calendar or the Consent Calendar, the House bill must be placed
2.5on a list of House files that have been given their first
2.6reading and are awaiting comparison, called the Comparison
2.7Calendar. The Secretary shall list House bills in numerical
2.8order. The Chair of the Committee on Rules and Administration,
2.9or a designee of the Chair, may move that a House bill on the
2.10Comparison Calendar be referred to committee.
2.11(b) The House bill must be given its second reading after
2.12its Senate companion bill has been given its second reading, but
2.13not on the same day the House bill was given its first reading
2.14unless an urgency is declared.
2.15(c)
When the Senate companion of a House bill on the
2.16Comparison Calendar is placed on the Calendar or the Consent
2.17Calendar, or if the Senate companion bill
has been reported to
2.18the Senate is already on the Calendar or the Consent Calendar
2.19when the House bill is given its first reading, the House bill
2.20must be referred to the Committee on Rules and Administration,
2.21which shall report whether the House bill is identical to the
2.22Senate companion bill. If the bills are identical, the report
2.23must recommend that the House bill be
given its second reading
2.24and substituted for the Senate companion bill and the Senate
2.25companion bill be indefinitely postponed. If the House bill is
2.26not identical to the Senate companion bill, the report of the
2.27committee must recommend an amendment to the House bill that
2.28when adopted will render the House bill identical to the Senate
2.29bill. Upon adoption of a committee report containing the
2.30proposed amendment, the House bill as amended must be
given its
2.31second reading and substituted for the Senate companion bill and
2.32the Senate companion bill must be indefinitely postponed.
2.33(d) If a Senate bill is considered as a special order and
2.34its House companion bill is on the Comparison Calendar, before
2.35final passage the Senate bill must be indefinitely postponed and
2.36its House companion bill taken from the Comparison Calendar and
3.1substituted for the Senate bill. If the bills are not
3.2identical, the Secretary shall recommend an amendment to the
3.3House bill that when adopted will render the House bill
3.4identical to the Senate bill.
3.545.2 The Secretary shall prepare and submit reports under
3.6this rule on behalf of the Committee on Rules and Administration.
3.745.3 A House bill placed on the Calendar by substitution
3.8must not be given its third reading on the same day as the
3.9substitution.
