requirements and restrictions on transportation expenditures from the trunk highway fund and general
fund; establishing spending goals for transportation; requiring expenditures for operations of the state
patrol to be from the general fund; specifying compensation to be included in prevailing wage rate;
providing for periodic adjustments in motor fuel tax rate; authorizing issuance of bonds for local bridge
replacement and reconstruction; appropriating money; amending Minnesota Statutes 1996, sections
160.02, subdivision 7, and by adding a subdivision; 161.04, by adding a subdivision; 174.01, by adding a
