2012 Veterans Preference Bills

Work done in the 2012 State Legislative session resulted in several changes that positively affect Veteran employment. Following are several bills that I chief authored, co-authored or supported. (Chapter 186 SF 1599 - Chief Senate Author Daley) Veterans Preference in MN Private Sector Employment: Authorizes private MN employers to voluntarily choose to advertise for and give preference to hiring Veterans and certain spouses. As this is voluntary Veterans preference, the law does NOT violate state or federal anti-discrimination laws. Effective August 1, 2012. 2012 MN Stat. 197.455

(Chapter 231, SF 2354 - Chief Senate Author Daley) Veterans Preference Authorization to Directly Appoint a Disabled Veteran to a State Job: Authorizes state agencies to choose to appoint a disabled Veteran to a classified position. Effective August 1, 2012. 2012 MN Stat. 43A.111

(Chapter 192, SF 1689) Veterans Preference “Veteran” Recruitment in State Employment: Adds Veterans to recruiting group emphasis for state jobs. Effective April 19, 2012. 2012 MN Stat. 43A.09

(Chapter 254, SF 1597) Veteran-owned Business Preference in Awarding State Contracts: Grants preference in awarding state contracts to targeted group businesses and Veteran-owned subcontracting. Effective July 1, 2012. 2012 MN Stat 161.321

(Chapter 254, SF 1597) Veteran–owned Business Preference in Awarding County Contacts: Grants preference in awarding county contracts to targeted group businesses and Veteran-owned subcontracting. Effective July 1, 2012. 2012 MN Stat. 375.771

(Chapter 192, SF 1689) Increase of Veterans Preference Hiring Points to 10 and 15: Increased Veterans Preference points to 10 points for non-disabled Veterans and 15 points for disabled Veterans for local government positions, effective April 19, 2012. 2012 MN Stat. 197.455

(Chapter 230, SF 2316) Reform of Veterans Preference Termination Hearing Process: Established a 60 day deadline for Veterans to name their Veterans Preference hearing panel member. 2012 MN Stat. 197.46
