GOVERNOR DAYTON SIGNS TWO OF SENATOR NELSON'S BILLS INTO LAW

St. Paul- Two bills, authored by Senator Carla Nelson (R-Rochester), were signed into law Wednesday. Governor Dayton signed Senate File 1626, which helps to ensure that volunteer dentists can continue to provide critical access dental services. Recently, the Department of Human Services changed their policy to require volunteer dentists to be fully registered as Medicare providers. The additional cost of this requirement threatened the continued service of organizations like the Good Samaritan Dental Clinic. The Good Samaritan Dental Clinic provides needed emergency dental services to citizens throughout Olmsted County. SF 1626 allows dental providers that are nonprofit or government owned to bill medical assistance for services provided by volunteer dental providers. The bill also requires volunteer dental providers to submit a volunteer agreement form to the Department of Human Services, ensuring fully licensed dentists are performing these needed services.

“This new law will allow generous volunteer dentists to continue their essential work with low income patients. While dental care is critical, we continue to experience a dental shortage for those without coverage. This law allows organizations that operate using volunteer dentists the ability to serve our communities in Minnesota. This law ensures the continued support of their efforts and I’m thrilled to have the Governor’s signature,” said Senator Nelson.

Governor Dayton also signed Senate File 2202, a bill creating a new “restored pioneer vehicle” category for vehicle titles. Vehicles manufactured prior to 1919, with alterations that maintain the stock appearance of the vehicle, can now be issued titles with the original year of production listed. Under current law, these unique pieces of history would be listed with the year the title was applied for. Thus a vehicle built in 1918 and restored to its stock appearance, would be listed as built in 2012.

“With this bill signed into law, automobile enthusiasts who restore vehicles manufactured prior to 1919 can title the antique car with an original VIN and manufacture date. It adds to the integrity of the antique cars, prevents fraud, and celebrates these unique pieces of Minnesota history that their dedicated owners have worked so hard to restore,” said Senator Nelson.
