| SENATOR JEREMY MILLER ON PASSAGE OF GREEN ACRES RURAL PRESERVE REFORM | ||||||||||||
St. Paul – Legislation intended to reform and fix the problematic Green Acres program passed in the State Senate with a bi-partisan vote of 53-8. Senator Jeremy Miller (R-Winona) is the chief author of House File 12, which attempts to protect farmers from rising property taxes due to nearby commercial and residential development.
Senator Miller introduced the legislation in early February after discussing concerns regarding the existing program with constituents, legislators, farmers, land owners, townships, county assessors, the Department of Revenue, the Farm Bureau, and the Farmers Union.
Senator Miller stated Tuesday, “This legislation affects Minnesotans in every corner of our state, and I am very pleased that my colleagues and I came together in agreement on this important issue. The Rural Preserve program is an example of well-intended legislation that became a source of frustration, confusion and inconsistent application for far too many farmers and land owners. In receiving input from stakeholders on all sides of this issue, we are confident that this bi-partisan solution is the appropriate adjustment.
“In a time of economic downturn and uncertainty, it is important that we proactively seek ways to ease the burden placed on Minnesotans by current government policy. By simplifying the application process, clarifying the enrollment requirements and lifting the eight year covenant, we make it easier for farmers and the agriculture community to remain protected from unnecessary property tax increases.”
The bill will be sent to the House, where members will choose whether or not to concur with Senate language. If not, differences between the House and Senate versions of the bill will be resolved in a conference committee, approved and sent to the Governor for final consideration.
