| The Senate passes an Energy bill (SF 722) and an Early Childhood
Education Funding bill (HF 1515) and takes up other issues before
adjourning the regular legislative session.
The Omnibus Energy bill (SF 722) increases energy conservation, requires statewide planning for energy needs, and eases regulations for building power plants. The bill did not include a Senate provision to require 1 percent of all electrical power that a power company sells comes from renewable sources by 2005. Senator Jim Metzen, DFL-South St. Paul, authored SF 722. The bill passed 64-0. The Early Childhood Education Funding bill (HF 1515) appropriates $255 million for child care assistance for low-income families and families on welfare or leaving welfare, $66 million on adult basic education, $41 million for early childhood family education programs, and about $37 million for Head Start. The bill contained no new state funding for its programs and a $9 million increase in federal funds. Senator Becky Lourey, DFL Kerrick, authored the funding bill. It passed 47-18.
