| Due to the explosive growth in the internet and a changing marketplace telecommunications
laws are in need of reform. This proposal addresses four goals: to promote more
competition; to provide consumer protection; to expand universal services; and
to promote better, equitable telecommunications regulation. Senator Steve Kelley, DFL-Hopkins, authored Senate File 0554.
