Conduct research and analysis of legislative proposals in an assigned topic area and provide advice to individual Senators and the partisan caucus.

Use research abilities to understand complex debate surrounding proposed legislation and provide analysis of all sides of the issue.

Research specific topics, amendments, budget proposals, and other special topics upon request on a confidential basis. May include legal research of statues, rules and regulations.

Write reports and memoranda on legislative issues in an assigned topic area based on research conducted.

Remain informed of relevant issues in assigned topic area, including developments at the federal level and in other states, and provide information to caucus members as appropriate.

Identify the intent of proposed legislation and condense information ito concise, understandable language that will be utilized by legislators and the general public.

Attend committee meetings and floor sessions to gather information on the legislative history of bills and to provide Senators with information on the issues being considered.

Prepare members for committee hearings and prepare amendments as requested.

Assist an individual Senator in developing his or her legislative proposals in the assigned issue area including meeting with interested parties, arranging testimony for committee meetings, monitoring actions taken by committees in the Senate and House of Representatives, conducting research and writing communications.

Closely follow activity in Senate and House of Representatives, tracking progress of bills and keeping abreast of policy changes or challenges.

Prepares communication materials for members and staff.

Writes, edits, and designs news releases, columns, newsletters, questionnaires, space ads, brochures, flyers, postcards, session summaries, and other printed materials and electronic communications.

Generates ideas and produces timely press releases, columns, talking points and other communications materials for assigned members.

Monitors and evaluates media publications, specialty publications and materials from government agencies in order to keep abreast of assigned members' coverage, as well as local, state, regional and national poltical news.

Creates photos, graphics and charts as necessary for the various media products.

Plans, produces, facilitates and distributes electronic media (audio, video, other new media).

Prepares documents using current word processing and desktop publishing software and acquires competence in other software packages to create visually interesting, professionally appealing communication materials.

Keeps director and leadership office informed of activities to ensure effective coordination of media operations.

Compile detailed record of controversial or significant votes taken on the Senate Floor each session.

Respond to requests from Senators, staff, the news media and others for information in the assigned issue area.

Collaborate with other caucus staff to develop integrated products that provide information to media or constituents in timely, effective, understandable manner.

Perform other duties as assigned by supervisor or Leadership staff.

| Qualifications: |
-
Four year college degree or equivalent education and experience.
-
Experience with the Minnesota legislature, Minnesota state government, other legislative bodies or a related organization that provides a practical knowledge of the principles of the legislative process.

Demonstrated high-level written and oral communication skills.

Ability to explain legislation, policies, and issues to the public, news media and other interested parties in writing and orally.

Must be interested in working with Senators to serve constituents and develop public policy.

Ability to work long, irregular hours and stay focused.

Ability to respond to a variety of people in authority and prioritize multiple requests on short notice.

Ability to maintain composure and work cooperatively under pressure with legislators, legislative staff, lobbyists and the public on a daily basis.
