districts by $25 per
pupil in the first year of
a biennium if a district and its
teachers’ union fail to reach a
collective bargaining agreement by
January 15 of the year
following the expiration of
the teachers contract

penalty was set aside for the last
bargaining cycle (2001-02 &
2002-03 school years)
