General Education Programs
–Equity Revenue
–Equity revenue is aimed at reducing the disparity between the highest and lowest REVENUE on a regional basis.  Districts within the 7-county metro area comprise one region.  All other districts comprise a second region.
–Within a region districts are ranked based on their combined basic and referendum revenue per AMCPU.  Districts below the 95th percentile are eligible for equity revenue.  (Minneapolis, St. Paul and Duluth are ineligible)
–
–All eligible districts receive $10 per pupil.  Districts with operating referenda are eligible to receive additional equity revenue based upon the district’s percentile ranking
–Regional Equity Gap (REG):  [District at the 95th Percentile] – [District at the 5th Percentile]
–District Equity Gap (DEG):  [District at the 95th Percentile] – [District’s Revenue per AMCPU]
–Equity Index (EI):  [DEG]/[REG]
–Equity Formula:  $10 + ($55 * [EI]) * AMCPUs
–$35.1 million in FY 03.
