If a driver is unable to change lanes or is on a road with only one lane in each direction, a driver must slow down to a speed that is reasonable and prudent under the circumstances, if possible, when passing a stopped emergency vehicle with its lights on (section 1) or for a stopped freeway service patrol vehicle, road maintenance vehicle, utility company vehicle, or construction vehicle with its lights activated (section 2).  Both sections are effective on August 1, 2018.
