Section 1 [Agricultural preserve expiration initiation] allows a state agency or governmental unit to initiate the expiration of a metropolitan agricultural preserve.

Section 2 [Agricultural preserve expiration for park and trail purposes] provides that a metropolitan agricultural preserve expires immediately for property that is purchased or subject to an easement by a state agency or other governmental unit for park or trail purposes.  The state agency or governmental unit must give notice of the acquisition or easement to the local unit of government with planning and zoning authority over the property.

Section 3 [Technical] updates a cross-reference to the new subdivision created in section 2 of the bill.

Section 4 [Gateway State Trail; predesign and design] appropriates $500,000 from the bond proceeds fund to the DNR for predesign and design of the Gateway Trail from William O’Brien State Park to the city of Scandia.  The DNR must grant at least ten percent of the appropriation to the city of Scandia for local involvement in the predesign and design.  This section also authorizes the bond sale to pay for the appropriation.

Section 5 [Effective date] makes the bill effective the day following final enactment and makes sections 1 to 3 apply to a metropolitan agricultural preserve where the required eight-year termination period has not expired.
