SF 3540 defines what constitutes “ratification” for purposes of the approval of negotiated collective bargaining agreements and compensation plans.
Ratification must be by law, i.e. a bill passed by the legislature and either signed by the governor or allowed to become law without the governor’s signature. If a law makes ratification contingent on an event, then ratification is on the day the event occurs. The contingent event may be the enactment of another law. The commissioner of management and budget shall determine when a contingent event has occurred.
