Section 1. Technical assistance. Paragraph (b) specifies that the commissioner of commerce must expend $800,000 of the assessment under paragraph (a) each biennium for a uniform electronic data reporting and tracking system for utilities. Currently, the commissioner may spend up to $400,000 annually for that purpose. Deletes the paragraph expiration date, which is currently set to expire on June 20, 2018.

Paragraph (c) requires the commissioner to establish a utility stakeholder group to direct development and maintenance of the uniform electronic data reporting and tracking system under paragraph (b). Allows the utility stakeholder group to direct 50 percent of the biennium expenditures. Specifies membership of the utility stakeholder group consisting of four members with the Minnesota Rural Electric Association, the Minnesota Municipal Utility Association, investor-owned utilities, and the commissioner each appointing one member. Requires one of the appointed utility stakeholder members to serve as chair and to meet regularly at the call of the chair. Requires the stakeholder group to develop and submit a work plan to the commissioner. Provides that meetings of the utility stakeholder group are subject to chapter 13D (open meeting law).
