SF 692 makes changes to the Cloquet Area Fire and Ambulance Special Taxing District.

Sections 1 and 2 make technical changes.

Section 3 increases the levy limit for municipalities receiving only ambulance services, from 0.019 to 0.048 percent of estimated market value. This section also provides that a property tax levied by the district to make debt service payments issued pursuant to Section 4 is not included when calculating the tax levy limits imposed for the district.

Section 4 clarifies the district’s ability to incur debt. The debt service for debt used to finance capital costs for ambulance services shall be levied within the municipalities in the primary service area. The debt service for debt used to finance the costs of fire service shall be levied within those municipalities receiving fire services. The district board shall pledge its full faith and credit and taxing authority, without limitation, as to rate or amount.

Section 5 provides that a property tax on property in a municipality that wishes to withdraw from the district remains in effect until the obligations outstanding on the date of withdrawal are satisfied.
