S.F. 1347 modifies the process for electing members to the Board of Regents of the University of Minnesota.

Sections 1-3 limit the Regent Candidate Advisory Council’s recommendations to at-large positions.

Section 4 creates a “congressional district legislative delegation” made up of legislative members whose districts include territory within a congressional district. Legislators meet to consider recommendations for regent position for each congressional district. Legislators may serve in only one delegation. Votes must be proportional based on territory within the congressional district. Delegations must present one recommendation to the joint convention of the legislature.

Section 5 gives equal weight to votes cast by legislators for at-large member elections. For elections of members representing congressional districts, votes of legislators within the congressional district are given twice the weight than votes from legislators outside the congressional district.
