S.F. No. 2463 - Extending Levy Authority for Northwest Minnesota Multicounty HRA

Author: Senator Mark T. Johnson

Prepared By: Eric S. Silvia, Senate Counsel (651/296-1771)

Date: March 6, 2018

S.F. No. 2463 extends, by five years, the authorization for the Northwest Minnesota Multicounty Housing & Redevelopment Authority to impose up to 25 percent of the total levy permitted for HRAs without approval of the levy by the governing bodies of the cities and counties within its jurisdiction. The authority to levy the remainder of the total levy remains subject to approval by the governing body of the city or county.

Originally enacted in 2008, this authorization was to be repealed effective for taxes payable in 2014. In 2013, the legislature extended the authorization by five years and, under current law, the authorization will be repealed effective for taxes payable in 2019.

Effective for taxes payable through 2024.
