S.F. No. 819 - Health Professional Loan Forgiveness Program and Employee Scholarship Program Modification; Medication Administration by Unlicensed Personnel

Author: Senator Karin Housley

Prepared By: Liam Monahan, Senate Analyst (651/296-1791)

Date: March 16, 2017

Section 1 (144.1501, subdivision 2) expands eligibility for the currently existing health professional education loan forgiveness program to include nurses who agree to work in a housing with services establishment or for a home care provider.

Section 2 (144A.189) moves into statute current rules governing the administration of medications by unlicensed personnel.

Section 3 (256R.37) removes the requirement that registered nurses, licensed practical nurses, and nursing assistants be recent graduates in order for a nursing home to be reimbursed for providing those employees with scholarships.

Section 4 (Appropriation) increases the base appropriation for the home and community-based services employee scholarship program, which provides grants to HCBS providers to fund the provider’s employee scholarship program.

Section 5 (Revisors Instruction) instructs the Revisor to correct a cross-reference to the rules repealed in this bill by replacing the cross-reference with references to section 2 of this bill.

Section 6 (Repealer) repeals the rules that are incorporated as statute in section 2 of this bill.
