Section 1. Authority to create districts. Extends, by two years, the authority for the city of Edina to establish tax increment financing districts pursuant to this authorization. Effective upon compliance by the city of Edina with approval and filing requirements.

Section 2. Approval of 2014 special law. Provides that the city of Edina must file a certificate of approval of the 2014 TIF special law authorization to the secretary of state by December 31, 2016. If the certificate is filed, all actions taken by the city prior to the effective date of this section are deemed consistent with the 2014 special law authorization. Effective the day following final enactment without local approval.
