Section 1. Textbook. Provides that, for the purposes of calculating nonpublic pupil aid, “textbook” includes an online book with an annual subscription cost.

Section 2. Software or other educational technology. Provides that, for the purposes of calculating nonpublic pupil aid, “software or other educational technology” includes course registration fees for advanced placement courses delivered online.

Section 3. Provided services [for nonpublic pupils]. Requires that each district provide the same specific guidance and counseling services to nonpublic pupils as are provided for public school elementary or secondary pupils by the district where the nonpublic school is located.

Section 4. Guidance and counseling services; allotment. Modifies the calculation of the nonpublic pupil aid allotment for guidance and counseling services to include services provided to elementary students.

Section 5. Computation of maximum allotments. Clarifies that the calculation of the maximum allotment includes guidance and counseling services for elementary students.

Effective dates. All sections are effective for revenue in fiscal year 2018 and later.
