S.F. No. 807 - Modifying Certain Parental Contribution Amounts for Certain Services for Children with Disabilities

Author: Senator Jeff Hayden

Prepared By: Joan White, Senate Counsel (651/296-3814)

Date: March 6, 2017

S.F. No. 807 modifies the parental contribution for TEFRA services.  TEFRA (Tax Equity and Fiscal Responsibility Act of 1982), a federal act, gives states the option to make Medicaid benefits available to children with physical or mental disabilities who would not ordinarily be eligible for Supplemental Security Income (SSI) benefits because of their parent's income or resources. This option allows children who are eligible for institutional services to be cared for in their homes.  The parental fee established in this section of law is on a sliding scale, and parents of children receiving TEFRA must contribute to the cost of services used by making monthly payments. This bill reduces the monthly parental contribution.
