Section 1 establishes a county scholarship program funded by any unencumbered mineral royalties or any law imposing a tax upon severed mineral values. Scholarships must be used at a two-year MNSCU institution located within the county. The scholarship applicant must be a county resident at the time of the applicant’s high school graduation. The county will establish procedures for applying and distributing the scholarship and any additional eligibility criteria.
