Section 1 requires the commissioner of veterans affairs to develop a written disclosure statement which states that federally chartered veterans organizations and county veterans officers provide free veterans benefits services.

Section 2 requires private providers that help veterans secure benefits to disclose to prospective clients and clients that veterans are entitled to the same services at no-charge from a veterans service office. Providers must include the disclosure in their advertisements and prior to entering into service agreements with veterans. Providers who violate the law are subject to a civil fine of up to $1,000 for each violation. The attorney general may initiate a district court action or reach into a settlement agreement. Any civil penalties recovered will go into the Support Our Troops account.

This section does not apply to owners of any medium in which an advertisement appears or through which the advertisement is disseminated.
