Section 1 [Tax Authorized] Creates an exemption from the county wheelage tax (if a county imposes it) for vehicles registered by veterans with a total service-connected disability.

Section 2 [Vehicle Registered by Certain Veterans] Creates an exemption from registration taxes (tab fees) as well as various filing and plate fees, for vehicles registered by veterans having a total service-connected disability. The exemption does not extend to fees for personalized plates or donations required in conjunction with some special plates.

Section 3 [Exemption; Vehicles for Certain Veterans] Creates an exemption from fees on vehicle titles, title transfers, and other title-related transactions, for vehicles registered to veterans having a total service-connected disability.

Section 4 [Veteran with a Total Service-Connected Disability] Defines a “veteran with a total service-connected disability” for the chapter on driver’s licenses (and for other exemption provisions), to mean a veteran who provides documentation of a 100 percent total and permanent service-connected disability rating. This section is effective the day following final enactment.

Section 5 [Exemption; Certain Veterans] Creates an exemption from fees and surcharges on driver’s licenses, operator permits, and Minnesota identification cards, for veterans having a total service-connected disability.

Section 6 [Exemptions] Creates an exemption from the motor vehicle sales tax for purchases by veterans having a total service-connected disability. The exemption is effective after June 30, 2017.

Effective Date: Unless otherwise noted above, the exemptions go into effect on January 1, 2018.
