S.F. No. 395 includes Moorhead in an existing nursing facility rate setting exception. The existing exception allows nonprofit nursing homes in Breckenridge to receive an operating payment rate that is the greater of the standard rate based on Minnesota cost data or a comparable rate based on rate data from North Dakota.
