Section 1 [General Education Unfunded Mandates Task Force]
Subdivision 1 [Recommendations and duties] establishes the General Education Unfunded Mandates Task Force to investigate, examine, and recommend to the legislature and the Commissioner of Education the elimination of unfunded mandates related to general education.
Subdivision 2 [Definitions] defines “mandate” and “unfunded.”
Subdivision 3 [Membership] establishes the membership of the General Education Unfunded Mandates Task Force. The task force includes two senators, two members of the house of representatives, public members appointed by the Governor and the Commissioner of Education, and public members designated by the Minnesota Associations of School Administrators, Minnesota School Boards, and the Minnesota Association of School Business Officials. Sets a deadline for appointments.
Subdivision 4 [Terms] permits members to serve until the task force expires, unless replaced by their appointing authority.
Subdivision 5 [First meeting] sets a deadline for the Commissioner of Education to convene the first meeting.
Subdivision 6 [Chair] requires the task force to elect a chair from its members at its first meeting. The chair serves until the task force expires or until replaced by a vote of the task force.
Subdivision 7 [Assistance] requires the Commissioner of Education to provide meeting space, technical assistance, and administrative support.
Subdivision 8 [Report] sets a deadline for the task force to submit its recommendations to the legislature and to the Commissioner of Education. Requires the Commissioner of Education to consider the recommendations when advising the Governor on the Governor’s education policy and budget recommendations.
Subdivision 9 [Expiration] sets a date for the expiration of the task force.
Section 2 [Appropriation; General Education Unfunded Mandates Task Force] appropriates money from the general fund to the Commissioner of Education for the General Education Unfunded Mandates Task Force.
