Section 1 directs the Commissioner of Transportation to spend $3,000,000 from the rail service improvement account for a grant to the city of Grand Rapids to fund rail planning, design, and preliminary engineering for construction of a freight rail line for producers and shippers in Itasca, St. Louis, and Lake counties.  The city is directed to collaborate with the Itasca Economic Development Corporation and the Itasca County Regional Railroad Authority.  Grant proceeds are available until June 30, 2019.  The section is effective the day after final enactment.
