Section 1. Ramsey County Economic Development Authority. This section establishes the Ramsey County Economic Development Authority (“EDA”) and establishes requirements for the EDA.

Subdivision 1. Creation. The EDA is established. The EDA has the powers of an economic development authority, a housing redevelopment authority, and a city development district. The EDA has the same powers as a city in these areas. The county is the area of operation.

Subdivision 2. Coordination with other authorities. The county must notify city authorities by January 31 of each year of the activities that the EDA plans to participate in within that municipality. A city authority may request the EDA to exercise any power or perform any function of the municipal authority.

Subdivision 3. Local approval. Before the EDA undertakes a project, the project must be approved by the local governing body with jurisdiction over the area of the project.  If a city or town does not consent to the project, the city or town must notify the EDA within 45 days.

Subdivision 4. The EDA consists of seven commissioners appointed by the county board. The terms are one-year.

This section is effective the day following local approval.
