Section 1.  Members; appointment, term, meetings, quorum.  The number of members on the Hibbing Public Utility Commission is increased from three to five. The terms remain staggered. The chair is elected from the members of the commission. Outdated language is updated and conforming changes are made. This section is effective the day following local approval.

Section 2.  City of Hibbing, changing ward system; adopting optional plan B.  The existing wards in Hibbing are abolished and replaced with a different ward system.  The city is transitioned to the optional plan A form of government.
