Section 1, paragraph (a), directs the Commissioner of Transportation to study and report on the possible expansion of Trunk Highway 371 to a four-lane highway from Jenkins to Cass Lake.  The study must identify obstacles, identify potential routes through impacted communities, discuss potential impacts on existing and future infrastructure, and estimate project cost.

Paragraph (b) requires the commissioner to report to Transportation Committee leadership by December 15, 2015.

Paragraph (c) appropriates $4,000,000 in fiscal year 2016 from the trunk highway fund to the Commissioner of MnDOT to perform the required study.

The section is effective the day following final enactment.
