Section 1 (256D.051, subd. 6b) modifies the food stamp employment and training program (FSET), also known as SNAP, by requiring that the FSET appropriation from the federal government for the operation of FSET be used for skill attainment through employment, training, and support services for food stamp participants.  Up to ten percent of the funds may be used for administrative costs associated with capturing additional federal reimbursement. By February 15, 2017, the commissioner shall report to the appropriate legislative committees on the progress of securing additional federal reimbursement.

Section 2 strikes language in the appropriation rider that deposits the SNAP (or FSET) reimbursement funds into the general fund.
