Sections 1 to 3, 5 to 9 and 11 (119B.011, subd. 19b, 119B.02, subds. 1 and 2, 119B.03, subd. 9, 119B.05, subds. 1 and 5, 119B.08, subd. 3, 119B.09, subd. 4a, 256.017, subd. 9) modify statutes related to the basic sliding fee child care program, changing it from a program with a capped appropriation to a forecasted program, by striking references to the waiting list and allocation formula, and making other conforming changes.
Section 4 (119B.03, subd. 3) makes foster families who are receiving assistance under Minnesota Statutes, chapter 256N, eligible for CCAP for foster children five years of age or younger.
Section 10 (119B.13, subd. 1) increases child care provider rates beginning July 1, 2016. The rate will be greater of the 50th percentile of the most recent biennial child care provider rate survey or the maximum rate currently in effect. The rate under current law is the 25th percentile of the 2011 child care provider rate survey or the maximum rate effective November 28, 2011.
Section 12 directs the Commissioner of Management and Budget to include in the February and November forecast of state revenues and expenditures the state obligation for the basic sliding fee child care program.
Section 13 repeals statutes and rules that become obsolete due to the basic sliding fee program changes in the bill.
